Question about WOW tcg concerning Cracklehands Spigotgulp?

Cracklehands Spigotgulp is in play. i complete a quest that allows me a draw 2 cards. May i not draw those 2 cards and have Cracklehands Spigotgulp deal 2 arcane damage for each of the 2 cards that i did not draw?
