In the pokemon tcg... if i have a basic ex card how do i play it as a active pokemon?

Actually, the above answer would be for a LVL X pokemon. EX pokemon act just like any other pokemon. You may play basic EX pokemon just as any other basic, and any stage 1 or stage 2 pokemon can be evolved from another pokemon just as any other stage 1 or stage 2 card would be played.
