Verizon High Speed Vs Optimum Online?

Hey guys I have Verizon "High Speed" internet which I think is not true at all. I am offered .5-1 Mbps which is around 62.5 KB-125 KB/S And I get around 85KB. I pay $25 (Which is $31 with fees and tax). I read that Optimum Online is up to 15 Mbps. I know that 16 mbps is 2 MB/S Download and I am fine with 1MB/S. It says Optimum is $30/Month Which is probably around $37 with fees/tax. Does Optimum really have that speed at said price?
