How can i put streaks in my hair ?

Im a male and have long thick hair it reaches my shoulders in the back and passes my eyes in the front ! i dont like it ! it drys up and gets alot of volume and looks bad ! its dark brown Im planning on getting a hair cut soon short enough to spike or use gel in some way ( not everyday of course ) anyway I want to add blonde or black streaks in my hair should I pick up some kind of kit ( do they have that ) or what would u recemed ? thanks alot
